Kam joined Aspire Richmond in May 1997 as the first Manger of Human Resources with the agency and later becoming the current Director of Human Resources. Prior to joining Aspire, Kam spent eight years in the corporate sector primarily as a Human Resources Manager developing recruitment and compensation strategies, as well as involvement in labor relations strategy.

During his time at Aspire Richmond, he developed comprehensive policies and procedures, implemented recruitment and retention strategies, introduced employee development programs, and established systems aimed at fostering a positive and productive workplace culture. Kam has a well-documented track record of aligning strategic organizational goals with effective human resources practices. His work emphasizes long-term planning, employee engagement, and operational efficiency. Throughout his career, he has consistently demonstrated an ability to assess organizational needs, design solutions that support growth, and build strong partnerships across all levels of an organization.

Kam completed his Bachelor of Business Administration at Simon Fraser University and after joining Aspire Richmond completed his Masters of Business Administration the University of British Columbia.
